Sealed Bids for the construction of an improvement project in Frenchcreek Township that includes construction of a new smooth lined corrugated plastic pipe and repair of an embankment collapse on Kraft Hill Road will be accepted until 3:00 PM on November 11, 2021 at the Frenchcreek Township Municipal Building, 4507 Georgetown Road, Franklin, PA 16323. Proposals will be publicly opened November 11, 2021 at 6:00 PM at the regular monthly meeting. Proposals shall be on the forms required, sealed and clearly marked on the outside, “FRENCHCREEK TOWNSHIP – KRAFT HILL ROAD COLLAPSE REPAIR PROJECT,” and submitted at the Frenchcreek Township Municipal Building, 4507 Georgetown Road, Franklin, PA.

Proposals that are faxed or emailed to the Frenchcreek Township Office cannot be accepted.

The Kraft Hill Road Collapse Repair Project includes installation of a new 42” diameter smooth lined corrugated plastic pipe, Type E-S reinforced concrete end section upstream, reinforced concrete stilling well downstream, and repair of the collapsed roadway embankment along Kraft Hill Road. Roadway construction with traffic safety features, traffic control, and erosion and sedimentation pollution control will also be included.

Bids shall be on a unit price basis as indicated in the Bid Form.

The Contract Documents may be examined at the following locations:

  1. Frenchcreek Township Supervisors – by appointment (814-437-6625); and
  2. Stiffler McGraw Associates, Inc. – 1731 North Juniata Street, Hollidaysburg, PA 16648.

Copies of the Contract Documents may be obtained at the offices of Stiffler, McGraw & Associates, Inc. at 1731 North Juniata Street, Hollidaysburg, PA 16648 (814-696-6280). Payment for the Contract Documents will be $100.00, including sales tax and shipping costs. Digital copies are available in PDF format on Compact Disk at a 50% discount of the paper copy costs. All checks should be made payable to Stiffler, McGraw & Associates, Inc. Deposit is non-refundable. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference will not be held for this project.

A certified check or bank draft, payable to the order of Frenchcreek Township or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond on the form provided, executed by the Bidder and an acceptable surety (Surety companies must appear on the Treasury Department’s most current list (Circular 570 as amended) and be authorized to transact business in the Commonwealth of Pennsylvania), in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder’s entrance into a contract if given the award. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances.
